A second self-hosted runner, sionzee-pc-wsl, also advertises ubuntu-latest, and it picked up Deploy tkit-api on 2026-10-18 (task 9204). Deploys belong on the server.

The server's runner (ds-sionzee-runner-dind-1) now also advertises evobug-deploy, mapped to the same catthehacker/ubuntu:act-22.04 image as its ubuntu-latest. No other runner has that label, so this changes the runner default to it. None of the callers (api, bot, allcom.zone, playtest, website, TKit) pass runner, so they all pick it up with no change on their side.

If the server's runner is offline, deploys wait in the queue instead of running somewhere else.
